Not sure if Bermuda counts because it technically is part of the UK (albeit it has its own limited sovereignty, including its own money), but the island has public WiFi available for residents and visitors in public places. It's common for residents to go with their laptops to sit in the park by one of the ports, for instance, and access the Internet from there.

@afwriter, got it!  But that is what is smart about AT&T's platform - it builds and accesses virtual networks.  In your case using the local service companies overseas.  May be a model for the future?
