@afwriter A number of smart city programs that AT&T has invested in also gets some government funding. But, according to Zeto, AT&T is laying out the lion's share of the funding.

Very valid question. I think there has to be some arrangement out of understanding between At&T and the city government.

That's a good question. From my point of view, it would have to be AT&T because there's no way a city has the resources to do something like that on a city budget.

Excellent question I find myself asking when I read about smart city advancements. I can only assume steps taken now will determine who ends up paying and how (in the future).
