It basically means complete accessibility across platforms and devices, an important requirement for organizations today. It started with the cloud and it moving through the network stack as we speak.

From our friends at Virtuapedia: Web-scale-The phrase used to reference a global-class of computing — or architectural approach — used to deliver the capabilities of large cloud service providers within an enterprise IT setting. The approach is to design, build and manage data center infrastructure where capabilities go beyond scale in terms of size to include scale as it pertains to speed and agility.

If you go back to the Tom Anschutz Q&A on web-scale, he said that most of the Facebook/Google/Microsoft web-scale didn't translate for telco. They made what fit them the best; telcos changed to fit their needs.

Re: Maybe we're just relearning ...
"Web-Scale" has a pretty vague definition, so I wonder how open source *isn't* already web-scale -- since Facebook and Google already rely on open source -- and Apple's OS is based on open source, too.

Open source software seems to be the foundation of any web-scale operation nowadays.

Maybe we're just relearning ...
... yet again,

that the way to make really big things is to make lots and lots of small, interchangeable, highly versatile parts. Every new technology seems to go down that road as it matures.
