@dcawrey, political will, indeed, does develop the supporting culture.

The other distinctive capability I see them as building is a "platform" that helps transend this change by creating an alternative destination capability that will provide infrastructure for this political will and transformative change. 

You can't cross a deep gorge in steps - you either leap to the other side, new security, or you fall.

@Adi You've got a very valid point there. I think this is similar to what happens in China, Singapore and other places where if something needs to be done, the political will moves pretty darn fast. 

What are some other places like this?

@Adi Interesting, so there are certain advantages to concentrating power in that way, fewer regulations to slow things down.

dcawrey, I also think Dubai has some political advanatges. The Sheikh is able to accelerate any project he sees as valuable, and things happen pretty quickly when he decides. That isn't always possible in more bureaucratic European or north american cities.

I'm guessing Dubai does have come advantages from the perspective it already has digitized many services. One would think governments that have not yet taken steps to do so would be much further behind.

I am glad that Dubai is growing and the Smart City Project will hopefully work.  Dubai will build itself into the digital world.  

I am very happy and eager to see how it goes.
