I don't know. What's the difference between a tool and a tech device? Given that tech usually stands for technology, and "technology" is just the set of methods by which a culture gets stuff done, aren't they pretty much the same thing?

Reminds me of "Dave's Law of New Yorker Cartoons" (link), which states that any New Yorker cartoon can effectively use the caption "I think I'm going to kill myself."
